Skim milk for powdery mildew?

Powdery mildew went through my entire garden plot---cucumbers, toms, and watermelon. Does skim milk (10-to-20% ratio to water) work to inhibit the mildew? I've found mixed reviews on the web with some newer info claiming the milk fosters growth of a black mold. Thanks.
