Powdery substance on soil around tomato plants

My tomato plants are not in the ground yet. they are in peat pots.


I notice a white powdery substance on the soil of the dirt. is this damaging to the plant? i also notice the plants leaves seem to be wilting. can you help?

Well, I've planted my tomatoes in the garden. Have to go buy another. The one with the powdery substance wilted and died.
