Grayish-white beetle on tomatoes

(Austin, Texas)

I live outside Austin, TX. I am growing upside down tomatoes. they were doing great, until the triple-digit temps hit this week, and my housesitter wasn't watering as often as needed while I was out of town.

I noticed the drought-like condition had brought with it a grayish-white beetle with a shield shaped carapace. Assuming it is a predator, what is it and how do I rid my plants of this beetle?
